FPV spotter - clarification

This question/topic came up at TEMAC yesterday.

I asked the following on RCCanada:
According to MAAC rules and/or guidelines, is a spotter (with line-of-view) required, and can one spotter function for 2 FPV flyers at the same time, or do they each need their own spotter?

This is the answer I got:

The rule at TEMAC, agreed upon by a majority of board members, is that one spotter is required per FPV flyer.
