New anti-spam measures in place

I've instituted several systems into the TEMAC forum to counteract the constant attack we are under from spammers. Hundreds of defunkt user accounts have been created in the last little while. I guess it's a sign of what happens to a forum that's growing in popularity.

Please let me know if you run into any problems.
