Covering options?

I have a very old Top flight kit that was painted over the wood?   What are my options here as it appears that the plane was not even sanded properly and looks terrible.  I really need to just finish the wing.  I would like a durable matt finish.

I'd suggest sanding down the painted wood and covering in thin (1/2oz ) cloth and water based polyurethane. Smooth, light and durable.

I am not familiar with that process.

It's way less stressful than using epoxy. I covered my nooner this way if you want to have a look at the final product.
