I have my RPA licence but Kyle is 13 and cannot take the test for another month. Can he fly a sub 250g aircraft at the club since he has a current MAAC and TEMAC membership?

At this point, no, he cannot fly until he has his RPAS Certificate, regardless of the weight class.

Everyone flying at TEMAC must have RPAS, MAAC, and TEMAC.

However, I'll take this up with the board and get back to you.
